The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are fought: optimistic declarations are issued from different nations. Significant resources is allocated on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a ability enabled by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems thundered: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, probably supplied through allied countries. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: possibly the approaching threat won't cause damage this time, preventing destruction from catastrophe and further power outages.

Continuous Dangers

Not long after, a heavy machine gun opened up on a drone somewhere nearby, part of a defensive team – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.

Intermittently, this persisted until dawn. Kyiv greeted the early updates: several casualties, damage and utility failures in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a need that regional partners are demonstrably unable to replace in the short term.

Unsuccessful Negotiations

The detailed framework from US administration generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new initiative from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, endure.

Political Considerations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is unfeasible to force Russia to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does nothing to discourage Russia, through diplomacy or military means, from thinking that the current condition will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's leader remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but averting a entire defensive failure until circumstances change in its favour.

Existing Situation

Factually, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: personal goals to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not move to internal issues. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.

These two forces are guiding negotiations.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all did their job.

While new proposals based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
